A collaborative-project memory tool for participatory planning
Technology is more and more providing planners and designer with tools and methods to collect and communicate spatial data and assist spatial analysis. When we think about new technologies supporting planning we mainly think about GIS, urban modelling, simulation models and virtual reality. But many other challenges to the planning practice need for tools to support and improve planning activities. In this paper we discuss the need of new tools to support knowledge representation and knowledge sharing in participatory planning processes. The paper describes the use of a hypermedia and sensemaking tool (Compendium) to structure the knowledge produced in a real participatory planning process. In the present application Compendium has been used not for real-time capturing but for a post-hoc analysis of a real participatory planning experience.
Compendium has been used to represent and reconstruct the group memory of consultation meetings in order to allow both the planning team and the citizens to navigate into the contents of those meetings. Moreover the paper describes the main features and potential of the use of Compendium in Participatory Planning domain, and it describes the results of the group memory reconstruction. Finally the case study opens reflections on the need of new planning technologies supporting participatory knowledge generation, representation and management

From open content to open thinking
So far Open Educational Resources (OER) research has focused on the objective to 'open' education by making accessible free educational resources to the world. In the latest years the movement has matured, and a growing amount of OER have been made available by universities, researchers and scholars through several portals. Nonetheless, the level of adoption of OERs into common teaching practices remains quite low. In this paper we suggest that one of the main barriers to OER's adoption is the lack of 'opening up' to people's thinking around OERs and we propose Cohere, a tool which aims at making this thinking visible and exportable in ways that support the emergence of 'collective intelligence' around OERs research. Accessing Collective Intelligence (CI) around OERs is presented as a medium to know and understand what people think, how people design and use OERs thus increasing the easy of re-use of OER in learning and research practices

“Fairy rings” of participation: the invisible network influencing participation in online communities
Individuals participate in many different ways in online communities. There is an extensive body of research describing participation as a key metaphor in communities of practice and stressing that participatory mobility is influenced by underground multidirectional activities, directed away from the notion of periphery to the centre practices and taking the shape of expansive swarming and multidirectional pulsations. This article describes an ongoing observational study proposing a model that attempts to determine how users participate in online communities and what influences them to alter the way in which they participate. We performed daily observations on user participatory behaviour in 50 online communities using public domain – anonymous data available in the communities. The specific communities were selected because they are related to learning and support learning activities within their networks. The data observations collected were analysed using Compendium, a hypermedia knowledge mapping and sense-making tool, to represent and structure the data, make complex cross data queries, test hypotheses and build representation of real examples to support our claims. Initial findings indicate that users connect, participate, contribute and collaborate on a shared objective, transferring information and pooling knowledge within and between communities in four different modes. During their online journey, users switched between modes of participation or even remained in one specific mode, implying that the way in which users participate in an online community is not just related to the mode of participation and the level of engagement with the community but it is also due to hidden reasons or motivations, an invisible network of interactions of elements that affect the willingness of the user to participate. This layer is not immediately evident in the user actions but can be inferred by analysing user reactions. It is argued that user participation in online communities occurs in two layers; the “visible” layer of participation with the different modes; and the “invisible” layer of element interactions, similar to formations observed in nature when a radically spreading underground network of fungi activity results in a ring or arc formation of mushrooms, also known as a “fairy ring”. These underground multidirectional activities influence participation and participatory mobility. Following an open scientific inquiry approach and an open research paradigm we plan to share these observations with a wider audience of practitioners, researchers and theorists for all to test or contest our arguments, and to enrich, question, or support our model

A method and tool to support the analysis and enhance the understanding of peer-to-peer learning experiences
In this paper we look at how a web-based social software can be used to make qualitative data analysis of online peer-to-peer learning experiences. Specifically, we propose to use Cohere, a web-based social sense-making tool, to observe, track, annotate and visualize discussion group activities in online courses. We define a specific methodology for data observation and structuring, and present results of the analysis of peer interactions conducted in discussion forum in a real case study of a P2PU course. Finally we discuss how network visualization and analysis can be used to gather a better understanding of the peer-to-peer learning experience. To do so, we provide preliminary insights on the social, dialogical and conceptual connections that have been generated within one online discussion group

Democratic Replay: Enhancing TV Election Debates with Interactive Visualisations
This paper presents an online platform for enhancing televised election debates with interactive visualisations. Election debates are one of the highlights of election campaigns worldwide. They are also often criticised as appearing scripted, rehearsed, detached from much of the electorate, and at times too complex. Democratic Replay enhances videos of election debates with a collection of interactive tools aimed at providing a replay experience centred around citizens' needs. We present the system requirements, design and implementation, and report on an evaluation based on the ITV Leaders' Debate from the 2015 UK General Election campaign

Collective intelligence for OER sustainability
To thrive, the Open Educational Resource (OER) movement, or a given initiative, must make sense of a complex, changing environment. Since “sustainability” is a desirable systemic capacity that our community should display, we consider a number of principles that sharpen the concept: resilience, sensemaking and complexity. We outline how these motivate the concept of collective intelligence (CI), we give examples of what OER-CI might look like, and we describe the emerging Cohere CI platform we are developing in response to these requirements

Capturing and representing deliberation in participatory planning practices
In this paper we argue for the importance of capturing and representing deliberation in participatory planning practices. We discuss the concept of deliberation in planning theory, and argue for a paradigm that puts deliberation at the centre of public participation to planning decision. We argue that in order to enable effective participation, the normally ephemeral delib- eration process needs to be captured and represented so that the information and knowledge gathered during deliberation is visible for all, can be effectively traced, reused, and can actively influence planning decisions. To scaffold this we describe the integration of three technologies to create a collective project memory structured against five dimensions of participatory plan- ning processes: dialogical, social, spatial, temporal and causal. Based on several authentic par- ticipatory planning cases, we report that this supported deliberation across planning tasks, communication modes, time and environments. The coupled use of online and offline group- ware technologies created a more expressive and transparent participatory knowledge base than is possible with conventional media, and enhanced participatory planning by: supporting the effective capture and representation of deliberation processes and products; providing a rich picture of the social setting in which planning decision develops and supporting reflection in and on planning actions
The Evidence Hub: harnessing the collective intelligence of communities to build evidence-based knowledge
Conventional document and discussion websites provide users with no help in assessing the quality or quantity of evidence behind any given idea. Besides, the very meaning of what evidence is may not be unequivocally defined within a community, and may require deep understanding, common ground and debate. An Evidence Hub is a tool to pool the community collective intelligence on what is evidence for an idea. It provides an infrastructure for debating and building evidence-based knowledge and practice. An Evidence Hub is best thought of as a filter onto other websites — a map that distills the most important issues, ideas and evidence from the noise by making clear why ideas and web resources may be worth further investigation. This paper describes the Evidence Hub concept and rationale, the breath of user engagement and the evolution of specific features, derived from our work with different community groups in the healthcare and educational sector

Collective Intelligence Analytics Dashboard Usability Evaluation
Online deliberations can reach a size where it is not possible anymore to quickly infer what is going on in a debate. This report presents results from the usefulness and usability evaluation of visualisations that aid the sense-making of large debates. Based on the results of the evaluations we prepared a set of recommendations to inform CI tool providers about the usefulness and usability of each visualisation
